Building Legitimacy and Professionalization: The World Bank’s Framework for Sustainable ASM Development

 

Abstract: Despite its informal nature, artisanal and small-scale mining (“ASM”) is a creator of wealth. At least one billion US dollars have been put towards ASM formalization over the last 50 years, including $300 million from the World Bank alone. To date, efforts to support the sector have fallen short with respect to formalization, government engagement and calibration of incentives for miners to transition into the formal sector. The World Bank’s framework for ASM is focused on two pillars: legitimacy and professionalism. Partnerships centred on the government are seen as key, and technology is expected to be instrumental in overcoming performance and capacity issues. With more effective support, greater benefits should accrue to multiple stakeholders.

 

About our presenter:

BIO: Dr. Rachel Perks is a senior mining specialist with the Extractive Industries practice of the World Bank. Prior to joining the World Bank, she worked and lived for 12 years in the Horn and Central Africa. She has worked on managing the transition from conflict to peace in countries where natural resources have played a role in conflict, and may equally play a catalytic role in state building. She has spent considerable time in particular in the Great Lakes region, working directly on mining development and reform programs in the Democratic Republic of Congo (DRC). Her PhD was on the formalization of the artisanal and small-scale mining (ASM) sector in Rwanda, and the impacts that the regional mineral initiatives have brought to bear on Rwanda’s domestic mineral economic agenda.
